Stop setting 200 nautical mile
to be exclusive sea zone!

Bourgeois nations step in hegemonism
by enclosing the vast sea

Japanese Government established to settle "exclusive sea zone" and confirmed its policy to ratify the Convention on the Territorial Sea on 20th February. Until now, Japan has occupied unusual fishing area but now Japan clearly declares its intention to enclose vast sea zone as a member of bourgeois countries in the world.

But laborers declare that they are strongly against the enclosure of, regardless of the size of the land and sea, the land and sea of the world by bourgeois nations and that all the land and the sea should belong to all human being, the working classes in the world.

Japanese government would think reasonable for Japan to enclose sea, as other nations have already occupied and enclosed the land and sea, however this opinion is definitely against view of laborers. We don't adopt the logic of Japanese Communist Party saying that it is natural for Japan to take the agricultural protectionism as other nations do so.

In the world of capitalism, lands and means of labors such as machines are owned privately, and territories of sea are also the same.

Bourgeois nations have occupied lands, have passed lands into national possession as people in their nations have passed them into private possession. As a result even a very small portion of land in the world has owned by them. As a natural consequence, they are trying to enclose spacious territories of sea as their possession and they eager to possess a private property if there is a place left in the world.

The 200-mile zone is huge territory.Nevertheless bourgeois nations declare to enclose such a region exclusively. Namely the territory is governed and possessed exclusively by the bourgeois nation.

Japanese bourgeois nation says that the 200-mile zone is necessary and inevitable to protect the fishing industry and the mineral resources but also to environment preserve.

But their conservation of fishing industry and mining industry is not solid argument, and behind this statement it is clear that only the national interests exist there.

And for an environmental preservation, clearly each nation can do this sufficiently without the "enclosure" of the 200-mile sea zone. This opinion is just only assuming the existence of bourgeois nation.

Clarified Japanese intention of enclosing huge territory corresponds to the strengthening Japanese monopolistic capital imperialism and this intention must be also explained in the context that Japan is inclined to the "international contribution" and send the Japanese Self-Defense Forces overseas, still more to use the arms there. Japanese bourgeois nation emphasizes that the establishment of the 200- mile sea zone is fair and the right of a nation, which is recognized internationally.

But the enclosure of this big area brings repulsions of the neighbors nations. The Republic of Korea(ROK) considers the enclosure of the 200-mile sea zone of Japan as a maneuvering of possessing Takesima island and ROK is going to construct a wharf there to "occupant "intensively.

The line of two nations separating exclusive sea zone will be drawn between Utsuryo island and Takesima island or between Takesima island and Okinosima island depending on the fact that Takesima island is Japanese territory or South Korean's. It comes into question of whether the vast sea area belongs to Japan or ROK. Two nations can't "concede" to this problem.

It is clear that settling an exclusive 200-mile sea zone area is to intensify and develop necessarily the national confrontation of other nations.

In fact ROK is enraged with Japan and is also going to settle the 200- mile sea zone as well as Japan. People's Republic of China may also give a warning against Japan in consideration of the territorial rights of Senkaku islands.

Japan and China perform ugly troubles over Senkaku islands just as well as Japan and ROK discuss hotly both saying "This is our proper territory and international law shows it clearly".

And in Japan and ROK, the repulsions and antipathies occur rapidly against the other partyigoverning classes stir up such movements intensively).

Japanese government says "We will solve the territorial problems on the sea zone and the fishing industry by a cool discussions" but of course there isn't a sure prospect to solve them.

It is very clear that the problems of territory can't be easily solved by a" sincerity" though prime minister Hashimoto would repeat it so much (Does he have any sincerity?").

In such a situation, we are decisively against to settle the exclusive 200-mile zone. We emphasize that bourgeois nation don't have any rights to declare the sea which ought to be common property of the human being as "their territory" and to enclose it insolently..

Bourgeois nations say that other nations should settle the 200- mile sea zone for their national profit and if Japan doesn't do so, Japan will lose "a national profit"..

But it is not right that Japan must do so from the reason that other nations enclose "exclusively" a closed sea. On the contrary, Japan's enclosure ,for example, gives rise to South Korean's enclosure and a intense confrontation between Japan and ROK.

Japan's bourgeoisie is "optimistic" and takes things easy as for its establishment of the 200-mile sea zone, that is, there will be no all-out dispute and the problems of fishing industry will be negotiated discussing separately a territorial problem.. But South Korean's bourgeois government doesn't have any intention to concede or compromise to Japan. Because if it will do so, the government party will be surely defeated in the next election by reason of its concession or its receiving a blame of sacrificing the national profit.

ROK 'government officials also are maneuvering to evade angers of the masses and to stabilize its power by inspiring nationalism loudly like Japanese counterpart. Japanese "left"-wing -both old and new-has never understood the essential of a confrontation between ROK and Japan, that is, it is recognised that ROK is subordinate to Japan'monopolistic capital and is invaded by Japan. But at present such understandings don't have hold true and it is exposed that ROK' nationalism is reactionary as well as that of Japan'monopolistic capital.

The problem of Takesima island has revealed that Japanese bourgeoisie is similar to ROK'bourgeoisie and they are confronted each other, namely they are competitors.

From now on the confrontations between the two bourgeoisies will develop having mutual connections.Nationalism has become reactionary not in Japan, but in ROK.

Laborers are against the possession of Takesima island by Japanese monopolistic capital and the "exclusive possession of the 200-mile sea zone". We make an addition remark that laborers are and must be against such policies taken by ROK and China!.

Be against all nationalism, racism and raise the laborers'flag of internationalism up!
