The Japan-U.S. security treaty has been redefined, the Japan-U.S. alliance
has been located to contribute to not only the "defense" of Japan or the near but also the "peace" and "stability" of the wide "Asia-Pacific" area, and it has been changed to the direction that Japan cooperates aggressively to the United States that has been doing all over the world as the leader of capitalist nations and "the military police of the world".

It is also the system of the martial law system, that is, the police like and fascistic worker-suppression system, and it might be the system that enables the exhaustive information management and the public opinion operation by the bourgeoisie suppressing all critical activities.

Why does the bourgeoisie in Japan roar these kinds of things to the loud voice now?
Against the opinion "There is no need to fuss over "the Emergency System" and "the Emergency Legislation" corresponding to the crisis from now because the Japanese people have strong will if becoming critical", they are emphasizing as "Such kind of things are useless, and if it does not decided by the law neatly it will be done in even selfishly and anarchicaly".
Of course there is no imminent reality that the bourgeois needs "the Emergency System" now.
The reason they still roar "the Emergency" might be that they think it is the chance to advance the military expansion and the reactionary all at once by that.
They know that it becomes a definite opportunity of the reactionary and the military expansion well to roar the possible crisis of the nation itself.
The Communist Party and opposition to the "Emergency System"
The Communist Party shouts the out-of-focus as usual, that "the Emergency System-making" of this Japan is also at the United States instigation.
However, there is only an empty outward criticism here, and the class content and the essence of Japan-U.S. alliance and "the Emergency system-making" are hardly exposed.
Therefore, they change radically under a certain condition and come to support this "Emergency system-making" (That is, it is right in case of "the Emergency System" in no "Subordination toward America" and becomes of the necessity occasionally etc.).
For instance, they glorify and support "the Emergency System" at the time of the World War II.
Of course, this "Emergency System" is the one in Britain, the United States, and the Soviet Union, not in the Nazis-Germany.
Kenji Miyamoto even now says it was good putting that Stalin fought against Hitler and defeated him connecting with the imperialism nations of England and the United States, and protects this imperialism alliance and "the Emergency System".
That is, Miyamoto denies generally neither "Alliance" nor "Emergency System".

The workers should talk clearly that the Japan-U.S. security alliance and "the Emergency System" that the LDP-SDP (the Liberal Democratic Party and the Social Democratic Party) regime plots and the NFP (the New Frontier Party) bucks up (from "the Right"!) now is the one for the rule and profits of the monopolistic capital, that therefore it is thoroughly reactionary and the "dangerous" one, and that we must fight consistently against the rule and the exploitation of the monopolistic capital and drive the monopolistic capital into a corner and overthrow them to fight against this "Alliance" and "the Emergency System".
Even if Japan becomes "Independent", the imperialism "Alliance" and "the Emergency System" will remain. No, it might spread more and more.
Because, it is possible enough that the Japanese monopolistic capital becoming not to depend military affairs on the United States start for the rapid military expansion as is necessary the "Independence" military power.
The Communist Party learns nothing from that historical lesson such as the "Independence" from the Versailles system in Germany after the World War I was the fascism rule of Hitler and the road of thorough "Rearmament" of Germany, and is scattering an auspicious fantasy as if Japan gains the "Independence" all difficult various problems will be solved and disappear.
The problem is not the cancellation of the "Subordination toward America" and the "True independence".
Such racism is thoroughly reactionary and harmful.
Because, the monopolistic capital is necessary and using the racism to integrate workers into the "Nation" too.
The nonsense of the liberal public opinion

However, what deceptive it might be to talk about the "Danger" in Hutenma base and to admire of the restoration with no "Danger" talking about the necessity of the preparation for the "In case of emergency"?
Why do not they realize that if becoming "Emergency" the "Danger" in Hutenma base does not become to the problem similarly the "Noise pollution" in the base somewhere becoming to the problem at all?

The bourgeois nations hardly consider the "People' right" etc. and force the military strategy "In case of emergency".

Necessity of the rule of the capital and the "Emergency"
Although the discussion about the "Emergency" is active, it is only the abstract one.
It remains being shelved all what "Emergency" comes and in what shape it comes, and how is the realistic possibility.
Clearly such "Emergency" discussions are meaningless and reactionary.
The bourgeois is planning reactionary reorganization and reinforcement in politics and military affairs by kindling and stirring up the "Emergency" discussion. Of course, the workers know the "Emergency" is inevitable in the bourgeois world.
It is clear to cast a glance at the history and the situation of the bourgeois-ruling now (the situation of the nations all over the world) that such world without "Emergency" at all and the world solving all things by the elegant "discussion" --the one who insist this is not only the liberal but also the Communist Party similarly --is a fantasy.
As much as 200 nations are neither only all the class nations, the reactionary nations.
To observe only a part of the situation of Asia such as the confrontation between Taiwan and China, the "Adventurous" North Korea nation, or the showdown between North Korea and South Korea, the "Territory duel" over the Spratly Islands, and so on, it is definitely exposed that the nations to rule this world is not the "Peace"-loving, super-class nations but the nations which carry on everything as well as war calmly for the "Profit" and the hegemony, also even the imperialistic nations. The workers cannot forget this fact even a moment.
The workers are not afraid of the "Emergency" of course, and know it is an inevitable thing in this capitalism world. Exactly therefore we appeal to abolish the rule of the capital that makes the "Emergency" inevitable and is just definitely "dangerous".
The Japan monopolistic capital disclosed the reactionary intention to "Redefine" the Japan-U.S. security treaty and starting with it to turn on the "Emergency system" no from "being rolled" in the war of the United States but by an own independent will.
The "Emergency system" that they say is synonymous with the establishment of their reactionary, despotic rule and is the means to suppress the workers and people thoroughly and to force the war etc. that they plot.
To "redefine" the Japan-U.S. security treaty, to step into the right of self-protection of group, to leave completely the constitution on the shelve (that is, disregard it virtually), furthermore to talk away about the "Emergency system" in public --It is clearly reflected there that the rule of the Japanese bourgeoisie is coming to a turning point.
This might be too clear one degree and one step that they change into the imperialism bourgeoisie.
It is nonsense itself to ask whether the "Safety" is secured by the Japan-U.S. security treaty so as the Communist Party does.
The fight of the worker class also is entering into a new step.
In a word, it might be located as the second fight against the imperialistic ambition of the Japan monopolistic capital.
The workers broken down in the first time (the struggle of anti-war by "Heiminsha " [the Commoners Association] in the time of the Japan-Russia war), in the second time ended in the failure (the fight of the Communist Party at prewar days, for example), but just in this time, by "the Honesty of the third time", will fight it out successfully and should do so.
