The financial rebuilding plan of the Communist Party
What is the waste reduction with admitting the army?
Pretending to agree with the administrative reformation, but leaves it on shelf after all.

The focus of the total election at this time was the increase of the consumption tax and the administrative reformation problem. In the circumstances that the Liberal-Democratic Party and the other party virtually allow the consumption tax as a fact predetermined, the Communist Party shouted "the financial rebuilding without tax increase," has built up itself as the only party carrying out the attitude of opposeing to the consumption tax increase and as that just the advancement of the Communist Party to the Diet is the way to overcome the financial crisis stopping the consumption tax increase. Hereafter, let's examine "the Financial rebuilding plan" of the Communist Party.
<> Is not the keep of the small and medium-sized enterprises the waste?
The Communist Party has been shouting in the election handbills and the organization paper "The Red Flag" and the like as the only party that fights for the opposition and abolition of the tax increase and "the party that institutes the financial rebuilding without the tax increase" in the circumstances where various political parties such as the Liberal-Democratic Party, the Social Democratic Party, the New Party Sakigake, and the Democratic Party allow the consumption tax increase.
For instance, it describes in "The Red Flag" on the 13th as follows.
"The Japanese Communist Party presents 'The ten years plan of the financial rebuilding' that aims at the putting the financial crisis on the healthy rail in ten years and insists that 'the financial rebuilding is possible to be carried out without tax increase.'
'The ten years plan' proposes to avoid the waste of the public undertaking of the nation that amount to 10 trillions yen in a year and to delete 4 trillions yen in a year, to reduce the military expenses that amount to 5 trillions yen every year to half, that is 2.5 trillions yen, to delete 3.5 trillions yen by the convert of the national loan expense and the review of the ODA (Official Development Assistance) distributed to the country of which United States regards as important. On the other hand, it proposes to secure funds of 5 trillions yen newly by changing the construction of the tax lightened to the big enterprises and the millionaire.
It is only the Japanese Communist Party to show such accountable financial rebuilding plans and to carry out the tax increase opposition."
It says the national loan expenses of national finance in 1998 terms is about 16 trillions yen, and it is able to invent the expenditure that almost corresponds to it by the reduction of the public undertaking, military expenses, and the Official Development Assistance expenditure and by the reviewing the preferential treatment tax system to the big enterprises and the rich classes.
The Communist Party insisted on the great reduction of the enormous amount of public undertaking such as the road, the harbors, the airport, the river embankment, the dam construction and the like, because first it brings an unreasonable profit to the big enterprise as the general contractors and the others, and it becomes to be a hotbed of the concession politics by the adhesion of the political world, the business world, and the official world.
However on the other hand, it flattered to the small and medium-sized trader, that is, it announced the protection policy of agriculture and the policy such as the restriction reinforcement of the large-scale shops ("We press the rush of disorder opening of the large-scale shops, defend and promote the sales of the small and medium-sized retail trade.") on 9th in the middle phase of the election. The Communist Party, especially in the agricultural policy, appealed "We defend the Japanese rice, and give our best in the improvement of the food self-sufficiency," and hoisted the commitments of (1) put the breaks on the fall of the rice price with the government purchasing by at least 20 thousands yen, (2) stop the additional acreage of the import part and spend the import rice for the aid, (3) improve the self-sufficincy rate to 60 % by the production increase of food grain and by making fodder the domestic production, and the like. For the workers, it is not need to maintain deliberately the expensive rice by restricting the import of the cheap overseas rice such as one-tenth or one-several price of Japan and by turning on the national budget. It is to press the burden on the workers.
The Communist Party does not hesitate to put the national budget without soaking to keep the late management of low productivity because of the nationalistic standpoint of "Raising the self-sufficiency of the food." Is not this waste? The policy of the Communist Party is cheating, which justifies wasting by the name of "Agricultural protection" and "Small and medium-sized management" protection while the waste such as by the general contractors is criticized as to press finance. Their criticism against the big enterprises is not the one from worker's class standpoint but only the backward-looking one of petty bourgeois.
<> Shut the mouth about the administrative reformation
One of causes that bring the financial expansion is the expansion of the national organization. It is not possible to pass by avoiding this problem if we put the financial rebuilding in question. However, the Communist Party has almost shut the mouth about this.
The Communist Party criticized the 25% reduction of the national civil servant, which the New Frontier Party hoisted, and described as following. "The Japanese civil servant is originally half as many as the one of United States, Britain in the population rate. Moreover, the 60 % of it is the civil servant of the people service field such as medical treatment and welfare, education, fire fighting, and so on. If we carry out the great reduction that the New Frontier Party says, it is clear that it become to the civil servant reduction in the important field for the people. --- If we refer to the administrative reformation, it is important just to refuse the adhesion of the political world, the official world and the business world, which invented the AIDS damage by chemicals problem, the Jusen (the housing loan company) problem, and the general contractor doubt." It was clear that the commitment of the administrative reformation of the New Frontier Party was a vote-popularity policy only of the lip service. However, the problem of the administrative reformation was not lost. The nation on the stage of the national monopolistic capital has kept on expanding the army, the police, and the bureaucrat mechanism generally. The civil servant in Japan is 1,160 thousands persons in the government (the inside the Self Defense Forces 270 thousands persons), 3,280 thousands persons in the local government, and 530 thousands persons in the other special corporations, it is a huge number of 4,970 thousands persons as a whole.
The majority of these are the nonproductive workers and they live by the wealth that the productive workers invented.
Excluding the civil servant workers such as engaged in the medical treatment, welfare, and the education, it is a profit for the workers to reduce the nonproductive and parasitic part such as the police mechanisms, the high-level bureaucrat, and the collectors of taxes, which engages in the works to maintain the bourgeois, social order.
However, the Communist Party said to express the great reduction of the civil servant connects with the reduction of the related civil servant such as the medical treatment and welfare, the education, and the like, and make undersized the administrative reformation problem to the adhesion problem of the political world, the official world, and the business world.
Moreover, though the Communist Party admires unconditionally the education, welfare, and the medical treatment, and the like as "An important field for the people," we cannot beautify them uncritically. The labor related to welfare, the medical treatment, and the education also are not productive labor, there is automatically a limit in the expansion, and the expansion rebounds and becomes the tax load of the workers after all. And again, though welfare, we should know that there is a limit in the welfare that a bourgeois nation does, the limit such as to cover the contradiction of capitalism by the improvement, to divert the dissatisfaction and angry of the workers against the capital, and to plan the stability and the maintenance of the capital system. Therefore, when it became difficult financially, the bourgeoisie reduced the welfare and has pressed the load against the workers. However, the Communist Party obscured the class character of the bourgeois welfare and has scattered the fantasy to the bourgeois welfare.
<> Why is "the Reduction by half" of military expense?
Another pillar of the financial rebuilding plan of the Communist Party is the reduction of military expense. The Communist Party criticizes the military expense as waste and is expressing "the Reduction by half."
The army for the murder and destruction is clearly waste. If so, why does not oppose the all but insists "the Reduction by half." The Communist Party insists as follows. The Self Defense Forces in Japan is not the army for "the Defense" of Japan but for the United States and it has been expanded bearing a part of the Asian strategy of the United States. The existing of the base of the United States becomes the cause of the menace of the Peace in Japan and Asia. Therefore, "we reduce mainly the cost supplementing the strategy of the U.S.Army, the front equipment and training cost, and 'the Sympathy budget'" of the military expense of 5 trillions yen in a year.
The reason the Communist Party does not completely oppose the military expense of the bourgeois nation is that it admits "the Right of self-protection" of the nation. They has insisted that each country of the world has "the Right of self-protection" so that may defend the sovereignty of its nation for the invasion from the foreign country and it is "the Right" that cannot be violated and has admitted also on the international low, and they have worshipped "the Right of self-protection" as sacred right.
The Communist Party is making an excuse to the bourgeoisie as it does not completely oppose the military expense of Japan but reduces mainly the expenditure for the maintenance of the base of the U.S.Army and does not deny the army for "the Right of self-protection." Thus, they are promoting the sales of the "Realism." However, this is nothing at all other than the betrayal to the workers.
It is a dogma of the Communist Party that the Self Defense Forces are the armies for the United States.
The Japan-U.S. security treaty is a class alliance between the imperialist countries and the Japan's expressing the reinforcement of the security treaty and having expanded the action of the Self Defense Forces from the Far East to the Asian whole areas also agree with the changing of the Japanese monopolistic capital to imperialism. Japan that had rapidly exported the capital to the foreign country through 1970's and 1980's has become the largest property country in the world now. To maintain the property and the rights and interests that extend to every country in the world, the maintenance of the rule order of the imperialism of not only Asia but also the world has become a keen problem for the Japanese monopolistic capital.
By expressing "the Reduction by half" of the military expense, the Communist Party assured for the large capital without the will not to deny the bourgeois army, and the other hand for the putty bourgeois who dreads and repulses the Self Defense Forces that become strong more and more, the Communist Party scattered the fantasy whether to oppose the armament reinforcement and to strive for peace. However, whatever the subjective intention of the Communist Party is, admitting "the Right of self-protection" of a bourgeois nation means to give a good sweep to the road to the armament reinforcement.
There is no country that does not introduce oneself of the army of "Self-defense" in the imperialist nations and the bourgeois nations wherever we search all over the world. Even the invasion war of imperialism has been justified as "Self-defense" from the interference and the invasion of another country. To advocate "the Right of self-protection" of Japan, the nation of the monopolistic capital, is to admit the imperialist army and it is to surrender to the armament reinforcement theory at the same time. The reason for it is that there exists no boundary how much armament is one for "Self-defense."
After all, to advocate "the Right of self-protection" of a bourgeois nation is to drag in the workers to the marsh of the unmeasured military expansion competition of the bourgeoisie. The workers are opposite to a bourgeois army itself not to mention the armament reinforcement of a bourgeois nation. The reason is that it is the violence device for the bourgeois class rule based on the exploitation of work. The Communist Party scatters nationalism, and is helping the domestic imperialism and the reactionary power.
The Communist Party advocates the reduction of ODA from the reason it "supplements with the rule of the United States" and in the limit only, too. They scattered a fantasy to the "Assistance" of a bourgeois nation without referring ODA to be the means of the influence power expansion and of the capital and commodity export promotion of Japan but to make it to the true "International Assistance."
The Communist Party promised to reduce thoroughly the waste and to reduce the load of the people. However, it is clear the policy of the Communist Party that does not completely oppose the army of the bourgeois nation, which is the maximum waste, is cheating.
<> The rebuilding of the bourgeois nation
The head of secretariat Shii said "Our party is not the party that says only the principle" (NHK television, Political party interview) and was boasting that they had taken realistic and "Flexible attitude." However, what they are calling "Flexible correspondence" is just to pursue the improvement of one another on the base of big capital with abandoning the fundamental revolution of capitalism. For them, the financial failure of Japan is the "Distortion" of the capitalism that happens from the "Abnormal" accumulation desire of the large capital, and the adhesion of the large capital, politician and bureaucrat, and from the Japanese subordinate position for the United States under the Security Treaty. They say the financial crisis can be solved by correcting the "Distortion" of Japanese capitalism. However, the financial crisis is not the one such as the "Distortion" of Japanese capitalism but exposes the deepen of the contradiction of the present age capitalism. It is clear from the fact that the financial crisis appears as a common problem not only just in Japan but also in each country of Europe and America though there are some differences of the level.
However, the Communist Party does not expose the problem as the contradiction of the rule of the large capital and call the workers the unity and struggle for the overcoming, but preaches the "Democratic improvement" of the capitalism. The Communist Party has promoted the sales of their "Financial rebuilding plan" as a realistic policy. However to begin with, to discuss the "Rebuild" of the bourgeois nation finance in the name of the realistic "Financial rebuilding plan" is in itself to undertake the rebuild of the national finance instead of bourgeoisie and to betray the class standpoint of the workers who are aiming at the liberating from the rule of capital. This exposes that the Communist Party is never the worker's party at all but the party that has fallen into the Establishment as a bourgeois improvement party.
If the party such as the Communist Party would increase the seat a little in the Diet, it might not become power for the workers.
