An environment conference falls silent against to an aggravation of an environment.

The United Nations is only the organization to adjust interests between nations.



An environment special general meeting of the United Nations ended. This conference showed the arrival step of current mankind. So this conference is worth examining paticularly. The next is the reason. Keeping the good environment is an important task for an existence of mankind. Representatives of all nations in the world participated in this conference. However they couldn't present clear conclusions in this conference. We know the following facts. It is necessary for the mankind to defend the earth from getting warm and protect forests on the earth. These might be urgent tasks.

As soon as participants bigin to discuss about the control of discharge of carbon dioxide, opposed interests between countries appeared. A confrontation of interests between advanced capitalistic state and developing countries got clear. Then it got impossible to get the agreement in this problem. This may be characteristic phenomenon that shows the essence of the captalism.

Europian countries appealed to reduce 15 % of an occurrence quantity of carbon dioxide by 2010 in comparison to an occurrence quantity in 1990 . However America and Japan strongly opposed to this proposal. The proposal of Europian countries was rejected. On the other hand developing countries also opposed the control of an occurrence quantity of carbon dioxide. An important problem in developing countries wasn't the control of carbon dioxide but economic development .

Developing countries insisted their opinions. A control of carbon dioxide hinders the economic development in developing countries. Developing countries hated these facts. A carbon dioxide discharge quantity ( carbonic conversion ) per one American citizen was 6.20 tons in the statistics of 1994 . This was about 20 times of developing countries and 2 times of Japan and Germany.

The following is the reaseon why America has opposed stupidly to the control of the carbon dioxide. Monopolistic capital in America firmly requested to oppose to the control of carbon dioxide. The capital hates the restriction of a free economic activity.

And developing countries insist as follows. An advanced nations should restrict to discharge carbon dioxide. The reason is the following. Until now advanced nations made use of a lot of energy for the economical development. And now developing countries want to build a rich nations through using the huge energy. At this time developing countries think that the strict control of carbon dioxide by advanced countries is not fair. The main cause which contribute to getting warm of the earth is much waste of energy in advanced nations. Therefore Developing countries insist that advanced nations should restrict the discharge of carbon dioxide in their own nations. This insistence is right. The consumption of huge energy in advanced nations contributes to getting warm of the earth. This is a fact. Therefore this proposal of advanced countries would not be effective even though advanced nation persuade anything for developing countries. Of course it isn't correct that developing countries disregard this problem. In the 21st century China will discharge carbon dioxide mostly in the world. However if an advanced nation hopes for China to control the discharge of carbon dioxide, an advanced nation should start a control of carbon dioxide herself immediately. Then an advanced nation could persuade these states.

Let's try to raise the states which have a responsibility for getting warm of the earth. America is the most on the occurence quantity of carbon dioxide. The next are European countries and Japan. These state oppose to decrease and control the occurence quantity of carbon dioxide because al l of capital in each countries hate it. The control of carbon oxide bring about the decrease of profit and increases a cost in the product. The cause of a confrontation of interests between nations is a confrontation of interests of between captals.

In order to lose the egoism of a nation, you must extinguish a management of capital. The essence of problem is obvious. Capitalism system is the largest cause that contributes for getting warm of the earth. Developing the earth on the principal of anarchism is one of causes too. Capitalism is rapidly advanced in developing countries. These state are appearing as the countries which discharge a large quantity of carbon dioxide. But advanced capitalistic states can't say any opinion against this phenomenon. These nations loses an opportunity of a speech and lose an authority through making the egoism of a capitalist obvious.

After all the United Nations even is the gathering of states of capitalism which is managed by egoism. The United Nations is a place to adjust an interest of their nations. And the United Nations is disclosed to be a place to claim a national interest each other. This situation is similar to an assembly of each country which is a place to adjust an interest of an individual bourgeois and petit bourgeois.

We must defend an earth environment. If we don't so, human being will be going to a ruin. All representatives speak like this. On the other hand these nations confirmed in this conference that any serious effort also doesn't be payed to defend an earth environment. These were contents of this conference. This conference ended. This conference symbolizes a arroved step of current mankind. Now getting warm of earth is rapidly and mercilessly progressive. We can usually feel the influence from getting warm of the earth. If the economic standard of developing countries approach to one of an advanced nation rapidly, a discharge quantity of carbon dioxide may increase. The speed of getting warm may become faster.

However big capitalistic countries don't want to try to abandon and restrict a privilege by themselves. After all a destiny of mankind is managed by spontaneously anarchistic principle. All things may become like what they become. This is the only principle of the action in the world managed by bourgeois. If so, we can expect a ruin of mankind. Stupidly and ignorantly thinking of Mankind will go to ruin because of these stupid thinkings. This way is similar to the way of ruin of a dinosaur having the brain which weigh 1.5 gram .

Some mass media expressed the following opinion. We can't account for a government. The private organ, the citizen organ, an enterprise, self-governing body and individual should cooperate for a solution. What a stupid opinion this is. A government don't mind for an environment problem and don't want to resolve the environment problem since an enterprise strongly press for a government from the back. At such a time, the thinking that mankind should account on an enterprise for the solution of the an environment problem isn't meaningful. It is obvious that a citizens' campaign is powerless. An idea like this is a fantasy that a definite countermeasure is possible in the capitalistic countries. A principle that takes priority for benefit of capital hinders an adoption of a solution plan in environmental problem.
