How to won the nuclear weapon abolition?

Unite with the overthrow of imperialism!
The Powerless Communist Party that expects "the development of public opinion."

'The Newspaper Red Flag (JCP organ paper); commentary feature version' on July 14 prints the material collection entitling "The movement of the nuclear possession country and the development of the nuclear weapon abolition public opinion," which excerpts an important part from the official material of the United States and the United Nations resolutions concerning the strategic location of the nuclear weapon development and the nuclear weapon and adds an easy comment. Of course, I guess that the intention of the editorial board might be thinking "the development of the public opinion" of the nuclear weapon abolition. However, the material has made clear the opposite, that is, it is impossible to abolish the nuclear weapon and to eliminate the possibility of nuclear war by the mere "development of the public opinion," and just the development of the international class struggle of the working class that overthrow the rule of imperialism supported by the nuclear weapon as the main armaments is necessary. It introduces the uncritical nuclear test that the United States executed recently, so let's examine the material in our way.

<> What is the anti-nuclear policy of the Communist Party

'The Material and Commentary' prints a small summarizing commentary at the first. According to it, I see "The extension of the recent nuclear weapon abolition public opinion is the reflection of having sharpened much more by now in the confrontation of the wish of the world nations people who wish for the liberating from the threat of the nuclear weapon and the nuclear possession country including the United States that persists in the nuclear weapon to the last."
Moreover I see, the thing that "the resolution demanding to start the negotiation of the nuclear weapon abolition agreement was adopted by an overwhelming majority" in the United Nations and "the movement not existing up to now" that "the former general who were in the center of the nucleus strategy of the United States called the nuclear weapon abolition shows the consistent standpoint of the atomic and hydrogen bombs prohibition movement of Japan has become the main current of the world anti-nuclear public opinion."
And, it describes that this is offered for such "Further development of the public opinion and the movement" as the "Material of the activity."

It is the problem.

<> There are 30,000 rounds of Nuclear weapon yet.

The material introduces the current state of the nuclear weapon in the world at the first.
Though there were 70,000 rounds of nuclear warheads in the world in 1980's when the nuclear weapon development competition of US-Soviet peaked, it has decreased greatly after the cold war being concluded.
However, there are still 30,000 and thousands of nuclear warheads in the world, and are accumulated more than the amount that can ruin human race several times.
To see the number of possession of nuclear warheads in each present nuclear possession country in the appended table, the United States has 13,000, Russia about 20,000, France 449, Britain 260, and China 395.
The five countries of this regular director country of the United Nations are the large nuclear possession countries.
However, there is no change in the fact that US and Soviet are still the two super large nuclear countries at least in the number of possession of nuclear warheads.

To see the historical transition of the number of the nuclear warheads, in 1945 immediately after the end of war US had two warheads and in 1950 already had 299, on the other hand Soviet Union had only 2.
However, the Soviet Union also had increased rapidly to 200 in 1955. (However, though the United States had 2,442 in the same year.)
It was 1980 years when the Soviet Union passed the United States by the number of nuclear warheads, and the Soviet Union had 36,300 warheads against the United States 24,472.
Afterwards, the Soviet (Russia after collapsing of the Soviet Union) domination has continued and extended to the present in the number of warheads.
We can understand that the nuclear weapon is still located at the center of military power of the imperialism large country at the present age even though the number of nuclear warheads decreased as a whole.

<> The world strategy of the United States' imperialism is centering the nuclear weapon.

The material introduces the excerpt from "The National Defense Reports" and "The War Potential Review Reports" and "The National Security Strategy" reports, and the like of the United States, and they show that the United States' imperialism exactly puts the nuclear weapon on the center of the world strategy.
And, they show that there carry out the United States' national interests, that is, the imperialistic interests of US monopolistic capital thoroughly there.

"The nuclear war potential of the United States is still important deterrent. The United States will maintain the enough strategy nuclear war potential to be able to jeopardize the wide property in which the potentially hostile political military leaders are putting value to control any hostile nuclear possession country and to make some potential invaders convinced of uselessness of pursueing the domination of the nucleus."

Here, it insists that the United States' nuclear weapon is necessary not only to defend "the lives and interests of the people in the United States" but also not to be threatened "the ability" of the United States "that turns the military power on the world regions," that is, not to retreat the hegemonistic ruling power of the United States' imperialism to the world.
That is, the United States says though they are permitted to turn on the military power to any region in the world, however, they will never permit any "hostile political military leader" to weaken such the United States ability even a little.
There will exactly not exist the one to show the decisive will of the United States' imperialism reigning over the world like this.

The thesis as "The preferable case of the United States' nuclear weapon" written by Robert G. Supilark Jr of a senior analyst at The Strategy Research Center of The Sandia National Laboratory is worth to examination as plainly declaring such imperialistic interests of United States. This thesis says as follows.

"Because the nuclear weapon has huge destruction ability, the possession increases the powers and the influence of the United States. The nucleus possession produces the hostile head of halberd that any country can not deny. By the recognition of this head of halberd in all over the world, the United Sates can exercise the influence without turning the head of halberd on himself."

This is exactly the thing that I am able to exercise the influence power by pointing the gun if only I have the gun and the opponent does not have. This is the logic of the burglar who points the gun and presses his intention against the opponent. Just the logic of imperialist is plainly talked here, as Lenin declared that the imperialist war was the burglar war to be seen from which side.
Moreover, this thesis describes even the thing to be able to say a painful advice to the monopolistic capital of Japan in a sense as follows.

"We can not secure the safety only by the economic power. ---The United States is able to have the domination of the real diplomacy by possessing of the strong nuclear weapon. It is a life-and-death symbol and is the one that consists a substantial part of our world leadership. The diplomacy is always executed on the background of military power. Besides, the nuclear weapon and the threat is clearly the one to be able to be used for the protecting of the US interests."

The imperialist severely recognizes the reality of the world to the last. We cannot have any influence power in the international stage that is the world of power politics without the military and violent shield in the back.
Though Japan "contributed" to the Cambodian peace to such degree, now it complains about powerlessness not to be able to exercise effective influence at all when it is collapsing at a night.
Does not it exactly tell not to be able to behave as an independent imperialist in the international stage if there is no support of the violence device passing to the world?
The thing written in this thesis is exactly true in the imperialism world.
"Diplomacy is always done in the background of military power" and "We cannot secure safety only by economic power."
Of course, needless to say, "the Safety" here is imperialist's "Safety,""Safety" of their rights and interests or "Safety" of the order of their world rule.

<> The role of the uncritical nuclear test

It is explained with the uncritical nuclear test not to exceed the critical point where the chain reaction of the nuclear fission begins though the gunpowder explodes to cause the nuclear explosion reaction.
That is, because the nuclear explosion does not happen, this is not "Nuclear test" and "completely agree with The Comprehensive Nuclear Test Ban Treaty (CTBT)."
Therefore, we can understand this experiment at this time tied up clearly with "The Comprehensive Nuclear Test Ban Treaty" previously concluded.
We can rather say that the United States called the comprehensive nuclear test ban
just because they are able to do such experiment.
If they process the data obtained from such an experiment with a super-high-speed computer, execute simulation experiment, and they can obtain the same effect as they execute actual nuclear test, only they are safe in case of the prohibition of nuclear test.
The condition of nuclear test prohibition only makes their nuclear monopoly more certain.
They can stand far dominant even if France and China do running in of the nuclear test in panic.

However, if the experiment to achieve the same effect as the nuclear test is possible substantially, the Comprehensive Nuclear Test Ban Treaty is not actually effective at all. It can say some improvements from the point of pollution of the earth environment, it becomes an article that can never be evaluated such as "One step advancement aiming at nuclear abolition" at all.
If we think the comprehensive nuclear test ban is what non-alliance nations that the Communist Party beautifies have requested for many years, it will be able to say the proof of one how these kinds of things are powerless if leaves the rule of imperialism just as it is after all.
It tells that it is only one means and tool of imperialist's fight and bargaining for the monopolistic rule of the nuclear weapon, to say nothing of one step turned to the nuclear weapon abolition.
The secretary Federico Penya of the Energy Ministry in the United States is plainly describing the location of the uncritical experiment in a declaration as follows.
"The uncritical experiment is indispensable for our oath to aim at the world without nuclear test and the reliable nuclear deterrent, and it completely agrees with CTBT.
In addition, this experiment is the one to supplement the other composing part of the store control and management program of the energy ministry such as the national ignition facilities and the high-speed strategy computing initiative (ASCI)--These are the additional means to ensure the safety and reliability of store that the president requested when he supported CTBT."

Moreover, the explaining material of the Energy Ministry explains that three warranties become possible by the uncritical experiment.

That is, it says that the uncritical nuclear test is the one that secures for the United States to maintain the storing and control of the nuclear weapon, and the continuous experiment and the ability necessary for it, and moreover also secures continuously the technology and talent that is necessary for maintaining and developing such a nuclear weapon even under the Comprehensive Nuclear Test Ban Treaty.
And it says that it is the one that secures for the United States to maintain continuously the ability to restart the nuclear test instantly on condition that the United States will annul CTBT.
In short, though the United States concluded CTBT, he intends to annul it and to restart the nuclear test any time when it is necessary. However, for that, it is necessary to execute continuously the maintenance and development of the technology necessary for it, and it is necessary to secure continuously the talent for that also. And just the one to secure these kinds of things is uncritical nuclear test.

If we see such intention put in the uncritical nuclear test of the United States, we can understand that whether the one the nuclear weapon has the life and death meaning for the imperialist very is enough.

<> The Realities of the anti-nuclear "public opinion"

Finally, we will also see "the development of the anti-nuclear public opinion," the one they say showing the upsurge not to has ever been.
First, a part of the lecture of the character as the former US strategy air force commander Batra is introduced.
The content is the following one.

"We are the slaves of the nuclear age after six years after the cold war being concluded.

Such a logic of the small bourgeois liberal is superficial and childish.
They say pompously.
"The existence of the nuclear weapon is the clear and realistic dangerous to the existence of human race itself. Therefore the nuclear weapon should be abolished."
However, even the child can understand such a reason. Is it not the problem why does the nuclear weapon have been accumulated to the amount to ruin human race, to what present social system is it related? If we can not understand it, it is sure that it would not disappear how many times we would repeat "Abolition" like the cantrip!

However, the anti-nuclear policy of the Communist Party is not more than such childish
"logic."
"The nuclear weapon is not good, therefore abolish it. If we enlarge the voice and enclose the nuclear persisting power (What is this on the whole? Why are they persist in the nuclear weapon?) --- so and so."
We cannot see any scientific viewpoint and class aspect at all here.

Moreover, the material introduces a part from the resolution relating to the nuclear armaments' reduction by the 51st United Nations' rally such as "the nuclear armaments' reduction aiming to abolish the nuclear weapon by setting the time limit" resolution, etc.
Though they express "to begin in 1997" the negotiation between multi countries aiming at the nuclear weapon abolition, however, needless to say, there is no security to which it will be executed at all.
Even if how splendid resolves they are, it is clear there is no security that it is observed at all if these kind of things collides a little with the interests of the large country to think the United Nations itself is to begin with only the scene of the adjustment and bargaining of the interests and the speculation of the imperialism large country.
The United Nations that is the mere mosaic of nations has no support of the military power to compel it at all.

Such as the liberal "Public opinion" demanding the nuclear weapon abolition will rise certainly according to the change in the situation. However, the working class in the world cannot have any fantasy in these kinds of things. We do not know any history that the imperialists are overthrow by such as "public opinion" until now. The imperialist is exactly "the imperialist" who forces own will and interests by the military power. Therefore, such as "the public opinion" opposing to it is only the too powerless one.
However, the one to fuel such a fantasy like the Communist Party is exactly the one to untie the caution of the working class and to weaken the fight ahead the reality of the rule of imperialism, and only the one to help imperialism by that.

Though this 'Material and Commentary' is the one over 15 page as a whole, the objection suggesting the relation between the nuclear weapon and imperialism is not found almost completely there. To begin with, we cannot find even the word "Imperialism." (Though there is a word of hegemonism.)
It is evidence for the Marxist that neither the national confrontation nor contention disappear as long as the class confrontation is not raised.
Actually, the one being able to confront the imperialists that are armed with tens of thousands round of the nuclear weapon even to the teeth is only the fight of the working class in the world including the workers of such a large nuclear country.
Both the abolition of the nuclear weapon and the permanent peace are also impossible without overthrowing the rule of imperialism and establishing the world socialism.
