Idealism of Tetsuzo Fuwa
Recommendation of improvement of capitalism
and Explanation of phenomena of the world by "abnormality"
Fuwa (chairperson of JCP) gave a memorial lecture at the Red Flag Festival in November.He prosecuted Japanese " abnormality " , proposed " New construction of Japan "and emphasized that JCP would establish " democratic coalition government " at its earliest oppotunity of 21 century.But the contents revealed more bourgeois degeneration of JCP .
A preface
Fuwa proposes the necessity of " Construction " of Japan;50 years after the war, the very " construction " promoted by LDP( Liberal Democratic Party ) has failed and has been ruined and at present this is the greatest problem .
From his opinion,"construction " by LDP after the war was like a " state of large enterprises and general constructors", " bases country ". " This is very important charactor of Japan which LDP has made , and among many countries in the world of capitalism , there is no country so distorted as Japan " .That is , LDP has " distorted Japan abnormally in the world " so JCP will correct its " distorsion " and push straight forword to " normal " construction . We examine his opinion concretely as follows .
Reality of " state of large enterprises and general constructors "
Fuwa , at first , answers to the question :Is it common for large enterprises to have big power of rule in politics and economy in all countries of capitalism ?
" In Japan , tyrannies of enterprises , abnormal services of our government to the financial world,they are the most abnormal in the world ".
Fuwa does'nt want to say that large enterprises have big influences over politics and economy in general , but that the ways they use are " abnormal" . He indicates next three points as a token of " abnormality ". The first , a way of using a tax ,the second a tied politics of large enterprises and the third tyrannical and selfish behaviors of them .
At first he takes up the relations of social security and public enterprise as a use of taxes. At present ,in Japan about 20 trillion yens are used for social security and 50 trillion yens for public enterprises . This is a relation of a "handstand " by his opinion.
" It is reasonable for the scale of Japanese economy to pay 50-60 trillion yen for social security and 10 trillion yen for public enterprises , considering the mean estimation of the principal countries of U.S.A and Europe. It is clear that the national taxes are wasted in the hand stand posture."
It doesn't matter for him that the social security was formed in the development of capitalism of each countries ,so it has a special feature and has been a means to conciliate the laboring classes by the governing classes. He demans only that the welfare is to be magnified and the relation of the public enterprises and the social security is to be elevated at the level of U.S.A and Europe . It is clearly mediocre argument of " a bourgeois welfare state " .
Second ,he criticizes the stride of a tied politics by the financial world and big enterprises . He says " The plutocracy formed at the epoch of Rockyed has enlarged so as to corrupt the whole political world of Japan ".
But the corruption of politics is common in the bourgeois states, so Japan is not only " abnormal " country . Yearning for " democracy " far from the corruption and the plutocracy , he can' t unite capitalism and the corruption of parliamentary government
And he points out as the third " abnormality " that there is no country except Japan where large enterprises act tyrannicaly in their activities .
As for a chain of trends connected with Sokaiya (professional trouble makerat shareholders meeting) , he says ; we have considered the present condition of Japan as " capitalism without rule" and in fact it pushes its way without obeying the laws desided.This is real " state of large enterprises and general constructors ".
Fuwa lodges an accusation the adhesions between enterprises and sokaiya not from the inevitable results of activities of enterprises which demand profits ,but from
accidental " evil deed " ,that is , the problem of " abnormality " without rules .
His comment about " abnormal state " seemed unusually sentimental ia all superficial and shallow. It is necessary for a laborer not to regard such things as " abnormal " , but to position them in the depth of crisis and corruption of capitalism ,and to show a view of strife against the rule and system of capitalism .
But he continues to be particular about " abnormality " of Japan ,and behind his back , he explains in secret a submission and a follow to bourgeoisie . For example he speaks of an opinion of a manager of large enterprise ,five years ago who said " Japanese management don't hold good in the world and advised to switch to a new method of all the system of Japanese economy and society . For if one enterprise wrestl as before, it couldn't gain a victory in the economical battle . "Fuwa concludes that this opinion is the same as a democratic controle of JCP, saying " a representative of the financial world recognizes the necessity of a democratic controle to the large enterprises which we , JCP are demanding ( clapping of hands)".
Fuwa says that a manager of large enterprises recognizes the JCP's demands of " democratic controle ", " making rules for capitalism " .Of course, this is not a criticism , but a flattery to a manager.
And the fact that his comment was received with a clapping of hands shows that JCP's aim is not to fight against the monopolistic capital ,but to cooperate with it . JCP is gay , saying " two hundred and thirty thousand people gathered at a festival of Red Flag "," three hundred and seventy thousand 's menbers of the party ", " won in the local election of Tokyo", but the truth is that JCP is opportunism . A clapping of hands ia indeed " abnormal "for workers .
Fuwa continues to say : All this is called a democracy of economy ,and in many countries of capitalism ,also in Europe it is ,more or less ,realised or will be realised ".
He is gone on the European and American capitalism .This is the very illusion to capitalism .He says " It can be done without destroying the frame of capitalism ".
It is perfectly clear that Mr. Fuwa is an out-and- out reformanist and his criticism of " state of large enterprises and general constructors " is to surrender and to follow the capitalism and is also to praise it.
Japan ,unusual " based country " in the world
Mr. Fuwa says Japan is unusual " based country " in the world . Over twenty countries make America put the bases of America and there are huge forces of over thirty thousand soldiers in Germany , Japan and Republic of Korea.
Mr. Fuwa says :Among three countries , Japan is the only " based country " where American bases go own way . In what point is Japan unusual ?
By Mr. Fuwa , the first : American bases in Japan is a type of colonialism . The greatest base ,base of Okinawa is made by robbing the lands of people .American Army can train all over the sky in Japan freely and is not bound to the Japanese laws.So " only American Army in Japan has an extraterritorial jurisdiction , and is a type of colonialism ".
The second :" A storming party is watching and waiting .Only in Japan ,combat unit of an aircraft carrier and the Marine Corps are waiting ." The third : " The base is used freely and this is the unreasonable feature appeared in the problem of Japanese bases."
The fourth : " The costs of occupation forces of America are maintained
by Japanese tax. And is unusual case in the world .American base in Japan is clearly a type of colonialism , this is seldom seen in the other allied power of America ". He questions : " Why can we call this " a base counrty " as " an independent country ?"
But the criticism of " based country " is not a laborer's standpoint ,but petit bourgeois's one. To begin with , if the governing class of Japan offer these bases voluntarily to America (in fact it seems so ) by considering their interests ,it doesn't deny " independence " of Japan.
For the laborers ,it is important that if the monopolistic capital of Japan insures " the sovereingnty of nation " and if it has political independence ,or not. Realy no one can deny the fact and the existense of bases of American Army is secondary problem . In the world where imperialism governs ,to dream " peaceful country " without a military power is an illusion of petit bourgeois .
Still more, at the time when the military power of Japan has developed to the one of the greatest countries ( next to America , Japan 's one is the second in G7countries and is bigger than the sum of three countries - Republic of Korea , China, Formosa ) , it
would support the governing class of Japan in flank that Mr. Fuwa calls Japan as a " based country of military force of America ."
Mr. Fuwa , "blave " natinalist , blames the statesmen of Liberal Democratic Party telling that they don't know " independence " .He says :There was a phrase " children not knowing wars" ,I think that LDP is a group of " statesmen not knowing independence " (laughs, clapping of hands ) . There is a tragedy of statesmen who are not ashamed of " eternal base country of American military forces and know no more than " based country " in the present state of affairs .
He preaches that an actuality of a based country is " ａshame " of nation , "miserable " ," a tragedy " , to a political party of the monopolistic capital which want to build up the military strength and strengthen their maneuvering of imperialism . Is it a provocation of nationalism or militalism ? Isn't it Mr．Fuwa himself that performs a " tragedy "( comedy ? ) ?
And , in such an utterance , the fact that laughts and clapping of hands had been brought , means that the Japan Communist Party is caught by very humble nationalism.
Mr. Fuwa tells :Democratic coalition government will be independent country by abolishing a" based country " and aim " neutrality and nonalignment " , and Japan in the case ,this government will swear that the " complete enforcement of the Costitution " winll be done at the mutual agreement of the people and at this area " nothing selfish will be dode ".
Mr. Fuwa says : In this way we will practice the problems of complete enforcement of the Constitution ,the reduction or the dismiss of the Self-Defence Forces etc. after the denunciation of the Security Treaty , on the condition of the mutual agreement of people with plenty of discussinos .
In short ,democratic coalition government holds up " protection of the Constitution " but ,it wouldn't practice severely but will put forward by listening to the
voices of people . This is very declaration of a submission to the governing class .
Fuwa 's criticism to " an abnormal country) is united with surrender and follow to the governing class.
A Coclusion
Mr. Fuwa says :At the early time of the 21century ,J.C.P establishs the " democratic coalition government " but it is not " simple desire " but a national necessity , that is , there is a possibility of etablishment of this.
Of course, such an opioion is wrong and deceives the laborers. " Necessity " ,told by Mr．Fuwa, is not one which is the real solution in the contradictions of capitalism by Maxism . His criticisms on "state of large enterprises and general constructors " and " based country " are not the indwelled one in the capitalism , but superficial and shallow criticism . It is a criticism for " abnormality " and aimes to correct the contortions of capitalism , that is ,to reform it to the European and American capitalism .His " necessity " is the simple denial or the amendment of the politics of the Liberal Democratic Party ( Is it a relief of capitalism ?) and is only " necessity "translated reformatively .
Mr.Fuwa 's memorial lecture , posed as erudite ,made us convince the bourgeois corruption of JCP afresh.This criticism to " abnormality " is only to praise capitalism and scatter the reactioary nationalism.
Expel Fuwa , current political imposter ,from the struggle of workers !
