A young carrier bureaucrat of Ministry of Finance of 38 years old was arrested at last under the suspicion of bribery. Though the mass communication also becomes excited because he is one of the elite bureaucrats of the handful who are not the understrapper, however, he is not the true top because it is only one person and he is the assistant of the section chief. The crime is the one of receiving "Entertainment" by the bank and the securities firm and having achieved their convenience. This carrier pursuit has the possibility to develop further because it is very ordinary. The one that the rot of the bureaucrat of Ministry of Finance shows might be the rot of the bourgeois state, that the rot has invaded deeply even to the center of the state, that this state has come even to the stage where the worker should overthrow it practically, otherwise it can do nothing but bring the disaster to the workers.

Though all the restriction and the control, and again a lot of rights of the present bourgeois state have given a big power and an elbowroom of discretion to the bureaucrat of Ministry of Finance who are in the center of the powers, they who "had lost the national ideal" only knew to use these huge powers for the own profit and desire.

The way of rotting is too ugly and vulgar to see only the one exposed by the mass communication, and it exposes the foolish natures of the snobs who are called the elite by mistake too much.

They had become greedy and crazy about eating and drinking, had been absorbed in golf, and had played a part even in the prosperity of "entertainment industry" as if they are careless about it because of "Freeloader," and exposed the lowest level in the daily, mental, moralistic life. We can exactly say the tribe as the scum of this society, and even if there would be some inferior persons in other worlds they might never be inferior to it.

According to a recent report, they say that the banks and the securities firms have tempted and snared the bureaucrats with the flood of entertainments to acquire not only rights but also higher decorations, and the bureaucrats were drawn into it with pleasure.

The one that such national bureaucrat's unfathomed corruption exposes is exactly the corruption of the bourgeois state and the dismantlement. Now, the present capitalism deepens the contradiction and is in a situation of breathlessness; it is an age of decay and dismantlement of the bourgeois nation, too.

The Ministry of Finance is one of the centers of the national organization, that is, the public office in the public offices, so this rot exposed the rot of the entire bourgeois nation exactly. The bourgeois rule is not the abstract one but realistic as the mechanism of the state, as the rule of the government, the central ministry, the bureaucrats who hang out there. The state is exactly maintained and defended by the huge bureaucrat group with the violence device such as the police or the army. Thus, the rot of the Ministry of Finance called a government office in the government office is the rot of the state and the symbol.

It might be clear how the bourgeois nation has rotted not only as the graft of high-level bureaucrat but also, for instance, from the thing that the enormous amount of "Public Capital" of trillions yen is being provided by the hands of the nation now for the large bank just exposed rot. There might be nothing that teaches the decline of the rule of capital more efficiently than the thing that the nation relieves and cannot do nothing but relieve the enterprises to be denounced and pursued.

And above all, the rot of the nation has already appeared politically too clearly before moralistic rot.

Actually, the passwords such as deregulation and the accomplishment of free competition, privatization, own responsibility, small governments (to stops the dependence on the protection by the state), good-by to Keynesian, etc. meant that they reflected on the corruption of oneself and tried to achieve "Rejuvenation" of the own rule and the state in a sense. However, the bourgeoisie was not able to put it into practice and did not try to execute it seriously even in some measure.

They did not only abandon the execution of "Reformation" at once, but they are infatuated with the execution of the politics and the policy of current corruption. That is, recently, they pour the money of the nation like water, try to relieve the bank with moving backward to the deregulation and the own responsibility, intervene plainly for the stock prices' keeping, compulsorily levy a part of the old Japanese National Railways debt on JR, try to make an enormous amount of supplementary budget, and the like. They failed politically, and the moralistic failure (the criminal case) was the result, or it is inseparable to that.

The reason for such bureaucrat's rot is not only that the way in postwar days comes to a deadlock as the mass communication is talking briskly.

The mass communication explains, the reason for the bureaucrat's rot is that the system in postwar days caused "System Fatigue," and that though the bureaucrat gained huge powers at the economic recovery after the war it causes contradiction. It insists as the road for fighting against bureaucrat's rot to execute the deregulation, to achieve "Small Government" and to reduce bureaucrat's power, and just to move to the system of free competition and own responsibility.

The worker emphasizes that such an insistence is a false, and that it is not the one to clarify the true reason for the rot of present bureaucrat, that is, the nation.

If the reason is what the liberal and the mass communication say, why was not the "Reformation" of the Hashimoto regime executed, or was it easily reversed and was it back where it started? Why do such things have been forced only moving backward to the shift to the system of free competition and "Small State," and the trend to be quite unconcerned with the small government arise? The liberal cannot explain this reality at all.

Not only because the "System after war" has come to a deadlock but the rule of the capital itself has come to a deadlock the nation also has come to a deadlock and rotted. Though only the conclusion of the shift to a little more liberal system comes out from the standpoint of criticism of mere "Bureaucrat Rule," this standpoint fails exactly at this moment.

The bourgeoisie is now scared of the panic, they have comprehended that it is an impracticable theory and impossible to reduce the powerful powers of the state and the bureaucrat and so and so, that is, that they might face a serious panic and failure if they do such things, so they have thrown the standpoint away at once. This reality talks that the bureaucrat's huge power is never coming from "the necessity of the postwar economy" but from the deep and internal contradiction of present capitalism.

The present bourgeoisie cannot live without powerful, economic, realistic intervention of the state, the strong support of the state. The expansion of the state mechanism is a reaction and an opposition of the bourgeoisie to the contradiction developing more and more.

The bourgeoisie is criticizing the bureaucrat's rot in the lip service, and noisily mentioning of the necessity to weaken and reduce the power, on the other hand, they are trying to shelve the deregulation or pour the money of the nation of 30 trillion yen for the bank relief to reinforce the bureaucratic system, that is, the national mechanism. It will exactly do nothing but expand and reinforce the root of the bureaucrat's powers of the Ministry of Finance. The dilemma of the bourgeoisie is extreme.

On the one hand, they insist to expel the rotted bureaucrat and to weaken the powers, on the other hand they execute the policy to strengthen the state powers with moving backward to the deregulation, that is, the policy to reinforce the bureaucrat's powers. With this, it is no better off than it was.

If the bourgeoisie executes only the opposite policy saying that the road fighting against the bureaucrat's rot is to shave off the power of the Ministry of Finance, it might show that they cannot eliminate bureaucrat's rot at all by their hand. It has been clear that the bourgeois "Reformation" failed and they are uncertain even to shave off the bureaucrat's powers.

It might only be the working class to be able to reform the rotting state at the present age. And, the worker does not only reform it but also aim at the overthrow and should do so. If we think that the present state, that is, the rule of the high-level bureaucrat, (and the rot) is able to be reformed and corrected by the improvement in the frame of the present state, it might be an extreme fantasy. The try has failed now.

It might be the time for the working class to hoist the slogan of the entire dismantlement of the bureaucrat rule, that is, the crushing and the dismantlement of the bourgeois nation high just now. The thing such as the excision of a part of it or the improvement is out of problem because the rot overwhelmed the whole.

The working class does not need even one person of them, in the opposite, they are only the parasite, the bumps, the cancer in the society, so they have no hesitation and regret to cutout and throw away them. Their general rot exposes what extra existence they have become socially.
