The Chinese Communist Party changing in quality

The specific gravity of the worker and the farmer is becoming smaller and smaller.



There is a short report that tells the change of the Chinese Communist Party in "The World Weekly Report" on July 28. (Kenzo Shinta 'The farmers and the workers being omitted from the party') It say that the Chinese Communist Party is becoming from the party of the workers and the farmers to the party of bourgeoisie and elite more and more. Though I feel that it is hardly necessary to say, but if it is the results of the reformation and opening, it might be necessary to give some consideration.

The article introduced the article of 'The People's Daily Report' about the dispute in Hututen village Shyoka city Hebei state as that the production contract system introduced by Deng Xiao Ping contributed to the economic growth, "on the other hand, it produced the difference of rich and poor in rural community, the mammonism prevailed, and it produced the rot of the managing staff. It reduced the people's reliance to the party, the government, and socialism, and it gave shock to the end of the party organization, especially to the party organization of rural village, too."

There is something cannot be overlooked at the corruption of the Chinese Communist Party as the party of the revolutionary farmer of which Mao Tse-tung boasted before. Further more, it is not only farmer who are revolting from the party.

"The standpoint of the workers are more and more weakened in the reformation and opening. Because the enterprises are becoming to fire out the surplus labor power with aiming for the efficient management. The labor unions that are on the standpoint to relieve them are together with the Establishment, therefore, they are not reliable so much, the worker's reliance to the party is decreasing, too."

The number of the party members of the Chinese Communist Party reaches 58 million persons (about 5% of the population) according to the Jiang Zemin report at the 15th party rally on September '97. Though the Chinese Communist Party is still keeping the position as a huge regime party, the party member composition has changed. "I heard that the farmer occupied 60% or 70% at the first time of the foundation of the country, the farmer member has decreased by about 30% now, the worker member is about 15%, and the member of the intellectual person is increasing every year."

Of course, the reason is that the experts who support the government administration and the management section of enterprise and factory have been needed in large quantities in the process of the reformation and opening, and they have been absorbed to the party. The system is such as that if one is not a party member he cannot become the managing staff of the central organization.

"For reference's sake, according to the telegram of Xinhua News Agency, the persons who have the academic background above university or technical college occupy 92% of the whole among the about 200 persons who were newly chosen as the member of the central committee at the 15th party rally, and it increases 9% high compared with the last term. The tendency that the leader and the managing staff in China are occupied by elite does not seem to be going to turn in the future. The Chinese Communist Party is becoming the far remote existence from the general farmer and worker, and also from the general citizens though they say it is the party of worker and farmer."

It is the things far old time that the Chinese Communist Party was the party of revolutionary farmers and workers, and the burgeois-bureacratization of the Party executives started just after the foundation of the country. Just therefore, Mao Tse-tung caused already "the great culture revolution" in the middle of '60s.

Deng Xiao Ping and Jiang Zemin held the crisis feeling in the collapse of the Soviet system and have promoted the reformation-opening route by thinking that they cannot tie the support of the worker and the farmer to the party if they do not develop the economy. However, the support of the worker and the farmer is being lost more and more cynically though the economic growth has been achieved. Though the Chinese Communist Party is certainly huge, the experience of the Soviet Union taught that the party lost the support of the worker and the farmer will become hollow in the inside and will collapse before long no matter how looks powerful.

Though Jiang Zemin will never understand why the public sentiment revolts in spite of the economic growth, it is nothing of secret for us. The public sentiment can do nothing but revolts inevitably because the system of China is essentially capitalistic and the prosperity is the capitalistic prosperity, in other words, it is the prosperity on the reinforcement of exploitation to the worker and the farmer and on the victim.
